On the afternoon of May 23rd, Mayor Zhang Ruishu presided over the city wide "coal to gas" and "coal to electricity" work scheduling meeting, listened to the progress report of the city's "coal to gas" and "coal to electricity" work, studied and solved existing problems, and arranged and deployed key work tasks for the next stage.
The meeting listened to reports from various counties, districts, urban management, finance and other municipal departments on the progress of the "coal to gas" and "coal to electricity" projects, and studied solutions to the problems and difficulties encountered during the promotion process, clarifying the direction of the next steps of work. It is reported that according to the unified deployment of the whole province, this year's scattered coal treatment (clean heating) in rural and urban built-up areas of our city involves 504000 households and 1.3576 million people in the city.
Zhang Ruishu pointed out that accelerating the transition from coal to gas and coal to electricity is a major decision made by the country and the province to deepen the prevention and control of air pollution. It is a major environmental protection project, livelihood project, and civilization project, and the situation is urgent and imperative. All levels and departments should further recognize the situation, effectively enhance their sense of responsibility and urgency, work meticulously, concentrate on tackling difficulties, and comprehensively complete the tasks of "coal to gas" and "coal to electricity" on schedule.
Zhang Ruishu emphasized the need to strictly implement 18 special implementation plans, including the "Opinions on Vigorously Promoting Comprehensive Air Treatment", "Qinhuangdao City 2017 Air Pollution Prevention and Control Action Plan", "Qinhuangdao City Coal fired Boiler Treatment Special Implementation Plan", "Qinhuangdao City Industrial Pollution Source Comprehensive Standard Emission Special Implementation Plan", etc., in accordance with the deployment requirements of the province and the city. We should actively learn from advanced experiences from other places, carry out concentrated campaigns for clean heating in rural areas, concentrated campaigns for small coal-fired boilers, concentrated campaigns for "scattered and polluting" enterprises, concentrated campaigns for poor quality coal circulation, and concentrated campaigns for open-pit mines, to ensure that they are organized, guaranteed, effective, and resolute in completing all established tasks.
Zhang Ruishu emphasized the need to form a collaborative work force. The work of "coal to gas" and "coal to electricity" involves a wide range of aspects, is tight in time, and has heavy tasks. The Municipal Committee of Agriculture and Industry and the Municipal Urban Management, Development and Reform Commission, Agriculture, Finance, Environmental Protection and other departments should strengthen coordination and cooperation, guide counties and districts to do relevant work well, increase monitoring and implementation efforts, actively seek support from superiors, and implement supporting funds at the city and county levels.
